What is SARB-

Millions of dollars are lost each year due to truant, unexcused and unverified absences.  This is money that could bring programs to all of the students in our schools.  Most importantly is the education that is lost by the student who is not attending school.

 

SARB is a community and district program that provides support and interventions to meet the needs of students with school attendance and behavior problems.  SARB is made up of district personnel, community members and representatives from community based organizations.  Together, a "team" approach is taken in assisting families with their unique needs and circumstances.

 

Which Students Are Eligible for SARB?

Students the ages of 6 through 17 are required by law to attend compulsory education and if they are absent without valid reason (personal, unexcused or unverified, etc.) are eligible for a SARB hearing.  Schools will work diligently to correct the attendance issue on site using the SARB process as a tool.  Parents and/or guardians will receive notices from the school regarding the student's excessive absences and a team meeting at the school site will be held prior to the student being referred to the SARB board.  It is the RDUSD SARB's hope that attendance issues can be quickly and effectively addressed at the school site.  However, if the corrective means taken by the school are not effective, the student and parent/guardian will be required to attend a SARB hearing.

 

When and Where are SARB Hearings?

The District SARB hearings are scheduled monthly at various school sites within the district.  The 2010-2011 hearing dates are listed below:

California Education Code

48260 DEFINITION

Any pupil (6 to 18 years of age) subject to compulsory full-time education or compulsory continuation education who is absent from school without valid excuse more than three days or tardy in excess of 30 minutes on each of more than three days in one school year is a truant and shall be reported to the attendance supervisor or to the superintendent of the school district.

 

48260.5 TRUANTS

Upon a pupil's initial classification as a truant, the school district shall notify the pupil's parent or guardian, by first class mail or other reasonable means, of the following:

(a) That the pupil is truant.

(b) That the parent or guardian is obligated to compel the attendance of the pupil at school.

(c) That the parents or guardians who fail to meet this obligation may be guilty of and subject to prosecution pursuant to Article 6 commencing with Section 48290 of Chapter 2 of Part 27.

(d) Alternative education programs available in the district.

(e) The right to meet withappropriate school personnel to discuss solutions to the pupil's truancy.

(f) The pupil may be subject to suspension, restriction, or delay of the pupil's driving privilege pursuant to Section 13202.7 of the Vehicle Code.

(h) That it is recommended that the parent accompany the pupil to school and attend class wtih the pupil for one day. (Amend, Stats. 1994, Ch. 1023).

 

48262 HABITUAL TRUANT

Any pupil who is deemed a habitual truant who has been reported as a truant three or more times per year, provided that no pupil shall be deemed a habitual truant unless an appropriate district officer or employee has made a conscientious effort to hold at least one conference with a parent or guardian of the pupil and the pupil him/herself, after filing of either of the reports required by Section 48260 or Section 4826.1
